Difference Between MOU, Agreement and Contract
In business and legal dealings, paperwork often appears before clarity does. MOUs, agreements, and contracts are not interchangeable, and choosing wrong one can leave you unprotected.

When you need one, how long it stays valid, and the one thing that stops you generating one at all.
An e-Way Bill is an electronic document generated on the government portal to accompany a movement of goods. It replaced the way bill of the old VAT and CST system, and the difference is that it is electronic and centralised rather than issued state by state, which is what removed the paperwork at every state border.
It is needed for any consignment worth more than ₹50,000, and for movement within a state as well as between states. The value counts the basic value of the goods plus the GST and cess on them, and it applies to more than a straightforward sale: goods returned or rejected, goods going out for repair, and materials sent on job work under a delivery challan all need one.
The bill is generated in two parts, Part A carrying the consignment and Part B the vehicle, and on registration an e-Way Bill Number is issued, which travels with the goods. The validity runs on the distance to be covered, and it is the transporter who has to be carrying it.
A consignment is usually already loaded by the time this is needed, so the whole point is that it is quick.
This covers a single consignment. A consolidated e-Way Bill, covering several consignments in one vehicle, is not included in this package.
One day for the first 200 km, and one more day for each further 200 km or part of it.
One day for the first 20 km, and one more day for each further 20 km or part of it.
The clock starts when the bill is generated, not when the vehicle leaves, so a bill raised early is validity spent.
Where the vehicle number is not known at the time, it can be updated after the bill has been generated.
A single bill covers a movement between states or within one, in place of a separate document for each state the goods pass through. The physical paperwork is replaced by an electronic record.
A transporter no longer has to be verified at every check post, which is what the system was built to remove. The saving is in time as much as in cost.
The bill records what is moving, who is sending it, who is receiving it and in which vehicle. Where a consignment is queried in transit, that record is the answer.
Three things, and which of the last two applies depends on how the goods are travelling.
The sale bill for the consignment, supplied by the supplier.
The transporter ID, or the vehicle number.

For any single consignment worth more than ₹50,000, moving between states or within one.
Movement within a state is covered as notified by that state government, so the position can differ slightly depending on where the goods are travelling.
The basic value of the goods, plus the GST and any cess paid on them.
It is not only sales that count. Goods rejected or returned, goods sent out for repair or maintenance, and materials sent on job work under a delivery challan all need a bill.
The supplier of the goods generates the bill for the consignment being transported.
The sale bill, and details of the supplier, the recipient and the transporter, together with the vehicle the consignment is going in.
Where the vehicle number is not available at the time, it can be updated after the bill has been generated.
Through the GST Network portal assigned for it, by completing Part A and Part B of the form, or by SMS.
On registration of the bill, an e-Way Bill Number is generated.
The most likely reason is that GST returns are outstanding. A taxpayer who has not filed for two consecutive periods is blocked from generating an e-Way Bill.
It has nothing to do with the consignment in front of you, and the fix is to bring the returns up to date. This catches businesses out because the block appears at the point a vehicle is waiting.
The validity depends on the distance to be covered:
Every mode, by road, rail, air and water, including movement by public conveyance.
Yes. The e-Way Bill travels with the consignment for the whole journey, because it is what records the details of the goods being moved.
Yes. A consolidated e-Way Bill can be generated by the transporter for several consignments travelling in one vehicle.
